Proposal Assistant

(Singapore - Toa Payoh)

Responsibilities:
  • To participate in proposals strategy discussions, coordinate with operational and support groups that provide data for proposals
  • To review the data provided, ensure consistency and compatibility of all parts of proposals compile and assume responsibility for completed proposals

Requirements:
  • Applicants should have at least a Degree in Engineering, Construction Management or Business Management
  • Minimum 3 years experience in marine oil & gas construction industry

Proposal Coordinator
(Singapore - Toa Payoh)

Responsibilities:

Overall:
  • To be responsible for the preparation and assembly of the Proposal in liaison with Project Champions.
Tasks and Responsibilities:
  • Prepare prequalification submissions to customer and Project Execution Plan.
  • Review Tender documents including detailed review of the Instructions to Tenders, Scope of Work, Key Contract Dates, Commercial Price forms and terms of payment as a minimum.
  • Initiates all required documents and pro-forma as detailed in the Level 2 Procedures.
  • Coordinate the distribution of documents via a document distribution matrix, utilizing both hard copy and electronic media.
  • Co-chair Bid kick-off meetings, and schedules progress meetings as required.
  • Ensures the bid development and bid inputs remain in accordance with the Capture Plan strategies developed in advance. (or as subsequently revised)
  • Monitor Engineering Bid Support Budgets and advises Proposal Manager of any potential for overrun.
  • Established the bid schedule and communicate requirements to all departments providing proposal inputs.
  • Update schedules as required in the event of extension being granted.
  • Monitor progress of the biding activity and highlight concerns to the Proposal Manager.
  • Set up and maintain a clarification register to log and monitor all pre and post bid correspondences.
  • Review and identify any inconsistencies in the Invitation to Tender documents and, if necessary seek clarifications from the Customer.
  • Coordinate inputs and issues requests for Clarification and distribute clarification responses and Bid Agenda as received from the Customer, and include summary of matters addressed in the same when feasible.
  • Complies the Proposal Document intended for submission to the Customer and establishes in advance requirements for binders, inserts, cover pages, labels, envelops and stage cases for final delivery.
  • Ensure that the relevant General Manager (or his assigned delegate) has approved inputs that are used in the final Bid.
  • Review bid inputs and check that there are no errors, inconsistencies, oversights and that the execution plan inputs are in accordance with the Capture Plan strategies.
  • Ensure that the inputs are covered in the requested format.
  • Expedites inputs to ensure that the bidding schedules are not jeopardized.
  • Prepares technical/commercial qualifications.
  • Prepares all reports and Bid review Narratives as defined in the procedure document to satisfy Management bid review requirements.
  • Provide input to bids reports.
  • Reviews regularly the Proposal Document to ensure that the requirements of the Customer are fully satisfied in terms of format, content and consistency.
  • Ensures the correct deliver arrangements have been made and confirmed in advance as required.
  • Prepares OME submissions.

Requirements:

  • Posses Bachelor degree in Engineering
  • Min 3 to 5 years work experience in construction preferably in the oil and gas industry
