OH&S Officer
POSITION PURPOSE:
Provide advice and assistance in the application and maintenance of the Arrow Energy Occupational Health and Safety Management System (OHSMS) and other systems required by the Oil & Gas and Mining Safety Regulations and other pertinent legislation. Assist with the development, administration and implementation of strategies to improve health and safety performance within Arrow Energy.
The OH&S Officer is responsible for ensuring the Arrow Energy OHSMS meets legislative, industry and best practice standards.
PRINCIPLE POSITION CHALLENGES
The OH&S Officer is responsible for keeping abreast of legislative requirements and best practice to give up to date advice and information to management, line supervisors and employees to assist in the safe and responsible operation of Arrow Energy activities.
The greatest challenges for the OH&S Officer are to engender best practice occupational health and safety practices amongst management, line supervision and personnel.
DUTIES & RESPONSIBILITIES:
  • OH&S Management Systems (OHSMS) - Administration and Coordination:
  • Assist in ensuring that all Arrow Energy employees have adequate skills and knowledge regarding the OHSMS - policies, procedures, and safe systems of work
  • Provide technical advice into all project areas on OHSMS matters and ensure compliance with applicable OH&S legislation, standards and Codes of Practice. Implement/document legislative and procedural changes within the Arrow Energy OHSMS
  • Draft and review relevant OHSMS documents; including Standard Operating Procedures (SOP’s), work instructions, forms etc…
  • Contribute to the continual improvement of the Arrow Energy OHSMS. Advise and assist project management in generating a OH&S culture and promoting participation of Arrow Energy staff and contractors
  • Schedule and conduct Inspections and Audits of Arrow Energy operations as required. Monitor follow up actions resulting from incidents, injuries, audits or inspections
  • Research the legislative differences and obligations between countries and states
  • Coordinate, facilitate and conduct Incident Investigations and develop reports
  • Develop and distribute Incident and Hazard/Safety Alert Notifications as required
  • Identification and achievement of safety improvements
Training:
  • Deliver internal induction and OHS training programs
  • Assist OH&S Coordinators/Administrators to develop and deliver internal OH&S training material
  • Maintain comprehensive, accurate and timely records of any training conducted
Statistical Analysis:
  • Assist in the gathering and reporting of OH&S data and statistics
  • Assist with the maintenance of the Arrow Energy OH&S databases
  • Ensure the maintenance of records or statistics of project OH&S performance and perform trend analyzes as required
Rehabilitation and Return to Work Coordination:
  • Assist in the development of Workplace Rehabilitation Policies and Procedures to meet the requirements of Q-Comp Certification
  • Ensure that when employees are injured and/or have an illness directly related to their work that they return to the workplace in the safest and quickest manner or maximize the workers independent functioning.
  • This includes:
    - Liaising with the employee, the employee~{!/~}s supervisor, other OH&S personnel, medical practitioners, government, rehabilitation providers, other allied health providers, the Arrow Energy EAP provider and others involved in the rehabilitation process
    - Organise appointments relating to the rehabilitation process and attend appointments with the employee as appropriate
    - Coordinate alternative/suitable duties and develop suitable duties programs in consultation with the employee and supervisor and in line with the medical practitioner/rehabilitation provider recommendations and government requirements
    - Where required, refer employees to the EAP provider
    - Compile clear and accurate case notes and file documentation
    - Assist the Corporate OH&S Manager with any requirements of the companies Workplace Rehabilitation procedures
Field Activities:
  • Provide OH&S training and ongoing assistance to OH&S Coordinators/Administrators in the field
  • Conduct Fitness for Work testing (drug and alcohol) as prescribed in the OHSMS
  • Carry out field OH&S activities as directed by the Corporate OH&S Manager
General:
  • Provide advice on a needs basis in OH&S matters including the identification, assessment and control of occupational health hazards including hazardous substances and dangerous goods, physical agents such as noise, heat, vibration, manual handling and ergonomics, biological hazards and occupational health risk management methodologies
  • Liaise with external health and safety professionals in sourcing relevant services. Prepare scope of works, request for tenders, expressions of interest and/or contracts as required
  • Review contractor OH&S tender submission documents (i.e. Safety Management Plans, Procedures, Work Instructions, JSEA’s etc)
  • Maintain current knowledge of all statutory OH&S requirements
  • Assist in the distribution of all relevant OH&S related information to the required persons within Arrow Energy.
  • Work collaboratively with other Business Units within Arrow Energy to ensure positive outcomes for all OH&S strategies and operational services
  • Adopting standard safe work practices and procedures in accordance with Arrow’s OHSMS
  • Eliminating or reporting workplace hazards, taking part in safety drills and other activities and supporting the work of safety representatives and committees
SELECTION CRITERIA
The applicant must :
  • Have a Diploma (AMd) or S1(BS) degree in Public Health / Industrial Hygiene Health & Safety is preferable
  • Familiar with engineering, construction and oil & gas or mining operations safety requirements and regulations
  • Excellent English skill - spoken, written and presentation and demonstrate, articulate, solid, well developed interpersonal and communication skills
  • Be self motivated, have a high initiative and adaptability with an ability to prioritize
  • Display an open, robust, and practical approach
  • Demonstrate an ability to work in a team environment
  • Display sound background in OH&S or quality management systems
  • Display sound knowledge of Microsoft Office applications
Experience:
  • Demonstrate three (3) years previous experience in a corporate or field based OH&S related position in the oil and gas, mining, or infrastructure engineering and construction industries for mining
  • Demonstrated ability to manage complex working relationships to ensure that OH&S services being conducted across the organisation are provided seamlessly to line managers
  • Evidence of implementing OH&S programs or initiatives throughout an organization
  • High level of understanding of relevant legislation
GENERAL POSITION INFORMATION
The position will be Jakarta based, but may involve some travel and time away from home for periods at Arrow Energy’s various project sites.
